What a rare event to see! It occurs when many whales come together and on some unknown command they stay below and start blowing bubbles while forming a circle. This act traps the fish (herring) that they are feeding on and in one swift movement all the whales break the water's surface heads first with their mouths open sucking in the fish. Then they fall back into the water. My DH saw the initial swirl of bubbles & yelled at me which I immediately started shooting photos. This is what I got. On closeup you can see a few of the heads just going under.
