I think I would stick the picture to puzzle pieces and then use an exacto knife to cut it out. Seems to be the easiest. Although, I have heard of photo places printing your pictures onto puzzles.

question - how do you print a picture on a puzzle? Are you transferring it or are you printing directly onto it?
