I wet the strip of paper, crinkled it, flattened it back out and then dried it with my heat gun. Then I rubbed the sandpaper across it randomly, plus added different chalk colors that came in my distressing kit. Adhered it to the envelope front to coordinate with the card which had a bigger piece just like this.
