This is another one of the cards I made in the set I gave my mother for Christmas.
The party hat picture is from a cut-out page (like Fresh Cuts, but I think this one was a different brand). I cut it out along the purple edge, then ran glitzy fiber around the back mats before pop-dotting the purple part with the hat on top. Then I attached the whole thing to the card.
I had never really used cutouts before, and I found them to be really fun and easy - I like adding some embellishments to jazz them up a bit, but it's nice to not have to recreate the entire thing from scratch!
