It's actually a colored pipecleaner and not a ribbon. Ane: Last call for alcohol is when the bar is getting ready to close. It is your last chance to get another drink for the night. Never heard of it in Europe, but all bars back home have to stop serving alcohol by a certain time.

Last Call For Alcohol

Out for breakfast the morning following our evening out at a local bar and before heading to the beer festival. We had a lively discussion on last call for alcohol~Nick and I were both active duty at the time and stationed overseas where last call is practically unheard of. We'd forgotten all about the concept until the previous night when we heard it announced.
