ALMOST COMPLETED: I used a MS Corner Punch from a Punch Around the Page set to make a doily. I first used a 12x12 sheet and found the center, drawing lines across both ways at the 6 inch mark, THEN cut our a 12in circle. Not to get too technical, I used Pi (3.14) to figure out the circumferene. From there I could figure out how many punches (which is about 3cm) would fit around. By trial I learned that you really need a protractor to draw a grid accurately. I bought this one at OfficeMax, it's a 360 degree and has a little target in the middle that makes it really easy to line up for a circle. A 12 inch circle you will need 32 guide lines for 32 punches.
Note, the actual PAP that I used is not in SB.com superstore now and I can't think of the name of it.
It is still is hard to get a perfect cut. The corner punch wings have to be left tucked inside and you can still accidentally turn the paper so that it is off the mark. This still makes it easier, however.
