These were a quick and dirty, last minute project (the packaging, not the cookies!) that I made once I finally figured out my Silhouette! I designed the topper myself, and then cut the zigzag border and scalloped circle to coordinate. I am not crazy about the papers (I picked out of what I had -- I should get some just for this purpose!) but they worked out perfectly and came together quickly.
