I took a class titled "All Dressed Up" this month at CKC Seattle from Mon Ami Gabby. Marina is a fun and great teacher. http://monamigabby.blogspot.com. It was fun working with products I don't use: interfacing, netting, ribbon flowers. This and two other layouts I'm posting right now were one class.
The dress bodice was stamped on crepe paper then cut out. The skirt is a circle of sparkly netting folded in half and glued in gathered fashion. Fun to do.
