I saw this great idea on Connie Mercer's gallery (Connie M) and went right to her blog to see more!
She was so kind to offer me a generous piece of her retro/vintage fabric to complete this project!
I painted over the HD logo on the front w/acrylic paint; then covered with burlap (I used 2 sided iron on fusible web) I fussy cut a few fabric flowers and ironed those on w/web. I sewed on the ric-rac. Rather than 'gathering' the fabric, I chose to put pleats in it; and then you add it like a skirt -
