A quilling tool, (I like the slotted one for beginners but many use the needle tool for a tighter inner circle), a ruler, Scissors, straight pins and strips of double sided paper. Heavy cardstock will not quill as it tends to bend. For me it's better to purchase the already cut paper strips.
