Fringed flowers are made with wider strips of paper, usually 1/2" or 1cm wide. You simply make cuts into the strip along its length before you roll it. There are fringers you can purchase, but they are pricey. I make my cuts with a pair of small scissors with a sharp tip.

Thank you everybody for your kind comments! I'm not too sure why I started to quill...I most likely saw something on the internet. So I took some heavier colored paper, put it through the shredder, and started rolling around a paper clip! I eventually located some quilling paper and a set of quilling tools. These items are rare in my neck of the woods. It's really easier than it looks! Just take some paper and start rolling!
These items are the first things I made when I started quilling about a month ago. They have since been given away to my coworkers. They didn't turn out too bad, did they?
