This is an "inlaid" technique where you use the die cut pieces to inlay into the frame. This frame part of the die is also 2 layers so the petals seem like stain glass. The way to do the color is to take any ink pad direct to paper (Neenah 100 lb Solar White) and do a rainbow effect. The green areas which are background or separating petals was from another piece of paper.
