I used the watercolor technique that can be found at this link:

The circle stamps are from a 2009 Stampin Up set that I can't identify by name. I used mostly Tombow markers. The pp is from a Teresa Collins Hello My Name is 6 x 6 pack. The sentiment stamp is by Southpaw Productions. The banner was cut out with my Taylored Expressions banner die set.
I did cut the banner area twice and backed the whole card in the black cardstock, before matting it again on the striped pp, so that I used the negative space to allow for perfect placement of the inner banner.
